Abstract

Global warming has intensified climate-related disasters that threaten the continuity and accessibility of primary healthcare services, particularly in vulnerable regions exposed to floods, heatwaves, storms, and other environmental hazards. This study aims to analyze adaptation strategies that strengthen the resilience of primary healthcare systems in disaster-prone areas and identify key factors supporting sustainable healthcare delivery under climate pressures. The research employed a qualitative systematic literature review approach by analyzing scientific publications, policy documents, and conceptual studies related to climate adaptation, healthcare resilience, and disaster preparedness. The findings reveal that effective adaptation strategies involve five interconnected dimensions: climate-resilient infrastructure, healthcare workforce preparedness, climate-sensitive disease surveillance, digital health integration, and community-based adaptation initiatives. The analysis demonstrates that integrated adaptation frameworks provide greater capacity for maintaining healthcare continuity compared with isolated interventions. The study concludes that primary healthcare services require transformative adaptation approaches that combine technological innovation, institutional readiness, and community participation to address the growing impacts of global warming.
