Regulatory Sandboxing in the Financial Sector: Balancing Innovation Trajectories and Systemic Risk Prevention
Abstract
Background. Financial regulatory sandboxes have emerged as supervised experimentation mechanisms intended to accelerate financial innovation while containing risks that may threaten market stability.
Purpose. This study examines how sandbox governance balances innovation trajectories with systemic risk prevention across the United Kingdom, Singapore, and Indonesia.
Method. Employing a qualitative comparative design, the research analyzes official regulatory frameworks, institutional reports, and secondary scholarship through structured documentary analysis.
Results. The findings reveal distinct supervisory approaches: the United Kingdom emphasizes regulatory engagement and market testing, Singapore provides differentiated experimentation pathways, and Indonesia links sandbox assessments with subsequent authorization and oversight. Existing secondary evidence associates United Kingdom sandbox participation with improved access to financing, but comparable evidence demonstrating systemic risk reduction remains limited.
Conclusion. Sustainable innovation requires proportionate experimentation, coordinated supervision, and continued monitoring after commercialization, with further longitudinal evidence needed to establish effects on systemic resilience across diverse institutional and market settings.
