Background. Coastal vulnerability driven by climate change, sea-level rise, urban expansion, and maritime security threats necessitates shifting conventional defense systems toward adaptive, intelligent infrastructures.

Purpose. This research examines the socio-technological transformation of the Giant Sea Wall as a dual-use infrastructure that integrates maritime security functions with community resilience strategies.

Method. Using a qualitative case study design and a socio-technical systems perspective, this study analyzed scientific literature, policy documents, infrastructure reports, and stakeholder assessments.

Results. Smart technologies including AI, IoT monitoring, and digital sensing enhance adaptive coastal defense. Beyond physical protection, the Giant Sea Wall effectively supports maritime surveillance, disaster risk reduction, and community-based resilience.

Conclusion. Future coastal defense requires an integrated framework connecting technological innovation, institutional governance, and social participation, framing infrastructure as a dynamic socio-technological ecosystem to address climate and security challenges.
