Analysis of Artificial Intelligence Utilization in Maritime Surveillance Systems for Early Detection of Sea Threats in Indonesia: A Public Policy Perspective
Downloads
Background. Indonesia’s vast maritime territory faces complex security threats, such as illegal fishing and smuggling, which demand advanced surveillance solutions. Artificial Intelligence (AI) offers strategic capabilities to enhance maritime monitoring through automated analysis, predictive modeling, and early threat detection.
Purpose. This study analyzes the utilization of AI in Indonesia’s maritime surveillance systems, focusing on its technological contributions, governance challenges, and public policy implications.
Method. A qualitative descriptive-analytical approach was used, examining academic literature, government policies, institutional reports, and maritime security studies through document analysis.
Results. AI-based surveillance improves situational awareness by combining AIS data, satellite imagery, and smart analytics to spot abnormal vessel patterns and aid decision-making. However, successful implementation relies on regulatory frameworks, inter-agency collaboration, solid data governance, and skilled personnel.
Conclusion. Adopting AI transforms Indonesia’s maritime security from reactive monitoring to a proactive, predictive strategy. Long-term success requires integrated policies that balance innovation, operational efficiency, and responsible governance.
