Abstract

Indonesia’s status as a multicultural archipelagic state presents complex maritime border security challenges, requiring naval personnel to master operational competence alongside intercultural awareness and diplomatic capabilities. To address this, hybrid learning offers a flexible, context-responsive platform for integrating multicultural perspectives into naval maritime diplomacy education. Using a qualitative case-study designincorporating interviews, observations, and document analysis analyzed thematically this study evaluates strategies for embedding multiculturalism and its impact on security competencies. The findings demonstrate that combining culturally responsive scenarios, collaborative problem-solving, digital simulations, and discussions of cross-border sociocultural dynamics significantly enhances intercultural communication, diplomatic sensitivity, collaborative decision-making, and border awareness. Ultimately, integrating multiculturalism into hybrid learning establishes a strategic pedagogical framework that equips naval personnel for culturally informed diplomacy, effectively reinforcing the link between naval education and Indonesia’s broader security interests.
